If it is – it’s called Regency by Marie Wallin and it is indeed in Rowan mag 39. It takes (8,9,10) balls of KSH and 1 each of the two contrast colours for the flowers.

I have to say, that is a stunning dress. I’d love to see a picture if you make it. Too much stocking stitch for me!
